I was informed by my Ukrainian friend about that article that rates Cz as the best city to live in in Ukraine: it was first published in an Ukrainian magazine and the survey took into account some environmental criteria (air, water, stress, etc.) as well as cost of living...
Now, sorry to contradict your other information: Ukraine will certainly not join the EU in 2009. They might start new/additional discussions about this issue; and, should the outcome be positive, it would take years and years before Ukraine would be admitted... Pity: I believe that Ukraine joining the EU is too much of a touchy political question for most old EU countries. The new East-European members (like Poland) are favorable, but the old ones (like France, Germany, UK,...) are opposed because of potential pbs with Russia...
