[Cz-L] Finished design of plaque

With the help of many members of this group
and the final approval of Florentin, I have now corrected the Romanian
version of the plaque, set all three version in a frame to indicate the edge
of the plaque and have sent it to Jerome, who will display it on the "ehpes"
website. Later today, I will send it to Chernivtsi.

I will ask that the name TRAIAN POPOVICI should be in bold letters in all
languages. The size of the plaque should be 45 cm wide and 42 cm tall.
Each letter will be about 1 - 1.2 cm wide and 1.3 cm high.
