That is true - however, I do not think we can say "about 19600" on a plaque.
It sounds uncertain and undignified.
One could avoid this problem by saying
HE SAVED MANY THOUSANDS OF JEWS FROM DEPORTATION TO TRANSNISTRIA.
which is impressive, and undoubtedly true. Just a thought.
