On this LIST from 1916-17 there are only schoolchildren 12 to 18 years old.
T.Popovici was too old, he would have been drafted to the army two years
earlier, in 1914.

   In 1914, when the war started ,Popovici was studying in Czernowitz.
   He was then 22.
  To avoid Russian occupation ( they occupied Czernowitz twice) many locals
fled
   to Vienna ,Prag and more.
   Although no actual evidence that I know of, the possibility of Popovici
being
   a refugee cannot be eliminated.
