Hi Bruce
 Generally speaking you are right about the history except that from the
Jewish point of view there were two periods that contributed more than
others to uplift their status as residents and later as citizens. One was
when the area was occupied and ruled by the Ottoman empire. The other was
when the area was occupied and ruled by the Austrian empire when Jews were
allowed to own land and got full citizen rights. So without denying the
legal right of the present Ukrainian rule we have the right to expect from
the authorities there to extend their regulation and responsibility over
sites like the Jewish Cemetery by keeping them in good order.
