I recommend you obtain the latest Thomas Cook European Rail Timetable from
Amazon.com (or perhaps direct from www.ThomasCookPublishing.com

will need.
There has been talk about a high-speed spur between Vienna and Lviv for
quite some time, but I don't believe it is operational yet. Getting into the
Ukraine from the rest of Europe is generally a hassle if you have a low
tolerance for inconvenience like wee-hour connections in some rather
questionable territories. Most people I've consulted with suggest rail to
within a hundred miles or so of CZ, then finding private car service from
the trip across the border.
You might consider Austrian Airlines between the two cities, then take the
popular and cheap daily train to/from Chernivtsi (Line 1720) --- dep: Lviv
10:36am arr: Chernivtsi 4:25pm /// dep: Chernivtsi 8:10am arr: Lviv 1:30pm.
