In answer to Andy,

Generally speaking, Andy is right that a planned project,
should be put up for bids, before choosing a contractor
to be given the contract. Our problem is, that none of us
live in Chernivtsi, know the language and the customs there
and that the Ukraine has had private enterprizes only
for a relatively short period of time.

We have to rely largely on people who live in Chernivtsi,
know the local conditions and whom we have found to be reliable
in the past. Furthermore, the cemetery is legally not our property.
It belongs to the city. We need the city's permission before
undertaking any work. Involving them directly while keeping
the purse-strings in our control, or more correctly in the controll
of Dr. Bursuk, is worth a trial.
