In the Czernowitz Directory for 1909 you will find the following entry:

Menkes Hermann, Dr. Adv.-Kand. Karolinengasse 4

There are other Menkes as well in the directories for the years 1909 and 19=
14:

Menkes Friederika Bankbeamtin Althgasse 11 CZ 1909
Menkes Salom. Bankier Herrengasse 29 CZ 1914
Menkes Salomon Bankier Rathausstraße 14 CZ 1909
Menkes Salomon Kaufmann Bischof Hakmangasse 9 E CZ 190=

Please note that the text in the website you are mentioning doesn't look li=
ke a Dutch, but like Danish.
