Dear all
May I just state the stages Jewish property underwent from 1940 the
Soviets occupation till today.
1. Under the first Soviet period the property of the more wealthy was
nationalized and most of them were deported to Siberia under law #39.
2. When the Nazi Romanian took over some of the property was confiscated
from those who were driven to the Ghetto, and later from those deported to
Transnistria, but those who stayed behind kept more or less their dwelling
place.
3. At the beginning of the second period of the Soviets most of the
survivors that returned could regain their previous apartments, but nothing
else, and later even that was nationalized.
4. When the Ukraine state took over they started after some time a process
of privatization which means that private people or institutions could buy
and become legal owners of former state owned property.
At the present there are still few state owned properties, but the state of
Ukraine does not regard itself connected or responsible to all the changes
that property underwent . What more there was no involvement of an Ukrainian
state along that time.
