the Kriegsarchiv in Vienna has records of officers who were awarded medals=
 during WWI (and in general records up to 1918).
 From what I understand most documents pertaining to the regions that were =
lost after WWI were given to the regions in question and only "special inf=
ormation" e.g. "Belohnungsantr=E4ge" were kept in Vienna.

You can fill in a contact form online and send your request to them or els=
e write to them directly at kapost_at_oesta.gv.at; if you do, it helps if you=
 send them this form with all the details that you can put into it.

For those who received medals, the Kriegsarchiv has so-called "Belohnungsa=
ntr=E4ge" which are basically the requests for the said medals and which con=
tain the justification for the request. I received all these for my great-=
grandfather and for a great-great-uncle, both from Zastavna, however both =
were officers - not sure if the Kriegsarchiv holds the same information fo=
r "simple" soldiers - however, it is likely that a person receiving two me=
dals would not have stayed a soldier for long. I think the cost is fair (a=
pprox. 70 euros each for research, copies and post).
