A mechanical weed trimmer only trims the weeds it does not pull them out by
the roots, it does not kill them. It would need to be employed once every 10
days during the growing season. Altogether about 16 times per year. Each
time it would require about 500 man-hours.
At $2 per hour pay it would cost $16 000 per year and you have to add to
that the cost of gasoline to power it.
More importantly, a mechanical weed trimmer is useless when trying to get
rid of vines and "ground-cover" plants, because these grow low over the
surface until they find something they can climb up on, in this case
gravestones.
A mechanical weed trimmer is also very likely to hit the gravestones, chip
and break them.
We'll get rid of the weeds and damage the tombstones we are trying to save.

Anyhow, why are you so concerned over using a herbicide?
We are only going to use herbicides which have been determined to be safe to
use. I promise to check the pH and make sure the herbicide is not acidic.
I am qualified to do this, having worked in my youth in two different
analytical labs.

I know it is not Passover now, but could we sing "Dai dayenu" anyhow?
