[Cz-L] a citizenship question

Dear Czernowitzers,
Was it possible for a person born in Czernowitz before 1919, settle
in the 20's or 30's in Vienna as a Romanian national, and then claim
back, and be granted, the citizenship of his birth? If yes, was it
common?
