The confession for the inhabitants doesn't appear in the census for the year 1869, but the confession is mentioned in the censuses for the years 1880, 1890 and 1900. For example you'll find for Czernowitz as follows:
1880 (p. 5) = 14,449 "Israeliten" out of a total population of 45,600 = 31.70 %
1890 (p. 7) = 17,359 "Israeliten" out of a total population of 54,171 = 32.00 %
1900 (p.14) = 21,587 "Israeliten" out of a total population of 67,622 = 31.90 %
