No Mimi,,this was the Austrian Army,not some primitive outfit. To get to be
an officer you had to go through a pretty tough course and people could rise
through the ranks on ability,not because daddy sent them to school. Cornel

I believe that anyone with a higher education, was automatically made an
officer in the reserve officer core, this might explain the anomaly.
