Birth certificate and more papers may be obtained from the Romanian Embassy.
There is a lot of bureaucracy to prevail.

The only problem is that some of us have no birth certificate, and without
one we can not apply for the Romanian citizenship.

Re Rumanian citizenship
All born in Czernowitz at the time when it was Rumania can receive Rumanian
citizenship` they and their children and grandchildren. And that means
European citizenship, with the possibility to live and work in all countries
of United Europe. No wonder that many Bukowiner in Israel, and possibly in
other couturiers too, try to become Rumanian citizenship The same applies to
those born in Poland.
