You know the term Hitzil ,it comes from the Polish" hycel "meaning
dogcatcher.
I used to watch the Hitzils as they came to catch dogs.
They had all kind of slings and had carriages with cages.
Our sympathy was always with the poor dogs.
Sometimes the dog got away. Not too often.
The Referat of 1942 brought this back:
We were the chased dogs, the gendarmes the Hitzils.
It did not matter if you had a valid authorization or not.
Nobody knew exactly what was valid and what not.
If you saw gendarmes , you fled.
With money or valuables you could bribe the rumanian officer
or the appointed house administrator and get away..
We did.
So the ending of the Referat advising the police to take
preventive
actions is completely inadequate.
