Are you asking or making a statement?
If you are asking, I would say that conceit is not the same
as CULTURE (in capital letters).
But when a whole city cultivates conceit, it is definitely "culture".
Ask any anthropologist.
According to teenage girl to whom I talked in Chernivtsi in 2006,
the tradition of snobbishness is alive in well in our city, in modern,
post WW2, post Soviet Union times, as well.
