[Cz-L] Willy Pragher

In an attempt to find out more about Willy Pragher, I searched
for information on Google.
One website listed, claims:

Well, was he born in Berlin or in Romania?
Or does it depend on whether one is talking to Romanians or Germans?
Because his surname is spelled "Pragher" and not "Prager", I think he was
probably born in Romania.

And why was he in Czernowitz?, Did he just come in the entourage of
Queen Elena?
