concerning Reder and the beautiful carved tombstones you are perfectly right. But there are much larger cemeteries in Poland - Lodz and Warsaw by example. What we can say is, the cemetery in Czernowitz is one of the last and largest urban Jewish cemeteries within the territory of the former Soviet Union. Comparable cemeteries in Lemberg, Riga or Wilna have been destroyed during Soviet rule.

Concerning the UNESCO world heritage: the rules of the UNESCO say that the national UNESCO branches have to make the proposals to the central agency. The city of Czernowitz has to write a proposal to the national UNESCO branch in Kiev. Nobody else can. After having done this for the university recently I doubt that they will do it a second time within a short period. Beeing on the UNESCO list does not mean to get any support from UNESCO. The opposite; the city takes over the full responsibility for the protection of the monument including all financial consequences.

Since some years there is an initiative from Vienna and Berlin to have all mayor European Jewish cemeteries under the umbrella of the UNESCO title. When I spoke with the service for protection of monuments in Berlin some years ago they told me they would be glad to have partners in Eastern Europe as this would enlarge the chances and shorten the whole procedure. The reason ist that there are more titles in the West then in the East and UNESCO wants to balance this. But having the Czernowitz cemetery as a part of this initiative it would need a cooperation of the city administration in the whole process. This is a preposition I don't see.
