Andy,
 Except the name and general location there is nothing in common
between 1941 Transnistria and this new breakaway territory.
 It doesn't even comprise the deportation territories.

There is an interesting article on Transnistria in today's New York Times
which makes no reference to the Czernowitz deportations but describes its
present condition and some previous history. There are a couple of maps,
too.
