Czernowitzers...
As we learn from "today's" edition of "Der Tag", i. e. 21.02.1934/2011, under the headline "Hallo, Hallo! Wir schalten um auf Welle 316! - Czernowitz bekommt die Sendestation" on p. 2, as always available at

the 1933 European Radio Conference from Lucerne/Switzerland allocated the radio wave 316 to Czernowitz. As the reporter notes, Czernowitz came through differents waves, as for example
- crisis waves
- waves of bankruptcies
- cold waves
- suicide waves
- water [mud] waves
so it will definitely overcome the radio wave as well. Considering the cultural potential of Czernowitz, a local broadcasting station would have been more than fabulous, but unfortunately the project has never been implemented.
Too bad, what a waste of effort!
