Bacau is about 300 km from Czernowitz and is most definitely not in
the Bucovina.
German settlers settled in Romania a long time ago. Probably in the
16th century.
Bacau is not that far from Piatra Neamt, which as the name indicates,
had a German population.
Descendants of those early German settlers continued to speak German.
