In all languages people refer to cities by the name, any particular city
has in that language. In English, if I speak of Rome Italy, I do not
say "Roma".
If I speak of Jerusalem, I do not say "Yerushalayim".

A Ukrainian speaking or writing in Ukrainian is perfectly correct to
refer
to "our" Czernowitz as "Chernivtsi".
