In my understanding, the translation of the - clumsy - text on the plate is as follows:

Visitors from abroad: RON 15.00 [= USD 4.50]
Visitors from Romania: RON 10.00 [= USD 3.00]
Visitors from Bacau: free

Large areas of the cemetery are not accessible and look similar to the Czernowitz cemetery, but before cleaning by workers and volunteers.
