Checking the Czernowitz newspaper "Der Tag" and its archives/transcriptions, online available at

for the names mentioned in your introduction, I've identified two perhaps interesting matches for "Flem(m)inger":

27.01.1933: We discover "Flemminger" as a player of the Makkabi ice hockey team, who is representing Romania for the Makkabiah in Zakopane in 1933.

29.04.1934: The short story on page 2 reports on the rise and fall of the Hotel Central (http://ehpes.com/blog1/2012/04/28/hotel-central-in-czernowitz/). Here we "meet" Dir. Fleminger in his function as vicepresident of the Jewish Community and representative of the "Depositenbank", making an offer for the leasing of the Hotel Central before WW1.
