Dear Cornel,
You can speak to my cousin Mikhail (Mechel) who (unfortunately) is still
living there with his mother, my aunt. They both own their properties. I
suggested that they rent out their apartments out and move to Israel. He
told me that renting to private people is not safe there.
The crime rate is low, that's true. But when I came to visit in 2006 he
suggested that I don't walk by myself because I visibly looked foreign.
He is one of the few locals that remain there. Most of the current Jewish
population came from elsewhere.
If you want more details I can ask him, he does some work for Sochnut.
Serah
