A friend who is a former Czernowitzer, or rather a former "Chernovtian"
translated the article for me. Here it is:

The community is actively discussing the future of the cinema named
"Chernivtsi". There is talk about the cinema being purchased by
businessman Vasil Zabrodsky. This talk is not behind the scenes anymore;
it has become almost official.

Interestingly, however, the house, which in Soviet times was jokingly
called "Kinagogah", was once a symbol of the city. Even if you go to the
site of the former Chernivtsi residents, czernowitz.ephes.com, you'll
see the Temple in the introduction.

It used to be called the house, that is, the Temple. It was hard to
build and later could not be burnt by the SS or mined and destroyed
By Soviet engineers who wanted to built in its place something else.
One of the chief patrons of the temple building was Chernivtsi
philanthropist Henry Wagner. Another one hundred donors supported the
building, their names were burned together with the internal furnishings
of this synagogue in July 1941.

This building was designed to be anything but a place for entertainment
and for the benefit of one person.

I'm not a conservative, I even like it when something turns into
something else. But we certainly do not want this building to become the
twin brother of a Cinema in the city.

Because the building is of such high rank, It has become became a coin
in political wars. Although, in principle, talks have been going on
since 2009, but I think I know why (former mayor) Fedoruk did not dare
sell the building. He wanted me to vote for him.

I suspect that (current acting mayor) Myhaylishyn wants to do the same,
but he should consider that a more scandalous solution is difficult to
imagine. Especially in the present circumstances, when someone is
"warming up" this scandalous solution.

As far as Zabrodska’s loyalty is concerned, Vitaliy Mihailovich doesn't
need to worry - all remains as it was. It is clear that the entrepreneur
Zabrodska will not "surrender", he will remain a fan of Myhaylishyn.

This building has belonged to the community for almost one hundred and
forty years. It was built from donations. These were not donations to
Zabrodsky. It is obvious that it would take five or six years to make
the building useful to the urban community.

It could be made a community center, in which there would be galleries,
a theatre and other venues suitable for the residents of an urban
community.

This weekend, I was looking for the relatives of the Henry Wagner, who
was the chief donor of the temple building. It appears in the address
book that he lived exactly opposite the Temple, at the corner of the
current June 28 Street.

I found two threads of his descendants - one is in Argentina, and the
other oddly enough is in Hawaii. I fear, however, that such an
investigations will take a long time. While we are looking for Wagner's
descendants we will have the opportunity to greet the unexpected
"heir." Meanwhile, a small photo gallery.

are many in Chernivtsi,
who do not agree with the sale or lease of the building.
The writer of the article, certainly is not pleased with Zabrodska
converting the building to any use he chooses.
