I do not know how to do either, though a little research might come up with
something. However, it would (I believe) be easy to append a comment to the
article. If anyone is going to do this, I believe it would be a good idea
to do it soon, because articles soon lose topicality, and soon nobody will
look either at the article or the comments.

I wonder why the author of the article wants to find the descendants
of the Mr. Wagner who was the greatest contributor of funds for building
the Temple. Would the descendants have any legal say in the matter?
In the article Mr. Wagner is named Henry, actually his name was
Heinrich Wagner and his Hebrew name was Zvi ben Yehoshua.
He was the son of Dr. Osias Wagner, one of the founders of the Jewish
hospital. For some time, he was the president of the Jewish community
and a member of parliament.
He died on May 19, 1894 and his grave is in area #32 of the Jewish cemetery
of Czernowitz.

I have not been able to find any other articles about the possible sale or
lease of the Tempel building, has anyone else found anything?
