 The order mentioned on the stone is for her merits
  not her husbands.
   The cross does not look vandalism to me.
     The position and framing dont point to this.
    Is Dr Almogen buried in Czernowitz ?
      What is their connection to Czernowitz ?

It is hard to tell from this picture alone, but the cross looks quite
foreign on this stone and definitely out of sync with other
decorations on the monument. So, my guess is that it is either a
result of a recent vandalism, or a trace of a lost part of the
monument that was attached to the main stone using a cross-shaped
bracket.

In all likelyhood Pepi Almogen was the widow of Dr. David Almogen
(1823,Tismenitz, Galicia - 1897, Huşi, Romania). David Almogen was the
director of Jewish hospital in Huşi and later the director of the
municipal hospital. He particpated as a physician in the Romanian war
of independence (1878-1879) and invented a stretcher, which was widely
used by the Romanian and Russian armies. For his war efforts he was
awarded Romanian citizenship (which he could not get before as an
Austrian Jew) and inducted into the Order of Romanian Star (i.e., he
became a Romanian knight).
