[Cz-L] help with information

Dear All
I have to make a payment to the Chernivtsi Regional Archive at the GUDKSU
Bank in Chernivtsi in order to get a copy of my birth certificate. This
Bank is not known in in any of the Israeli Banks. The only option left is to
find a reliable person in Chernivtsi to whom I'll transfer the money (and of
course a fee for this service) through Western Union, and this person will
make the payment to the Bank, go to the Archive, fetch the copy of the birth
certificate and send it to me with regular mail. If any of you faced a
similar problem or knows a reliable person in Chernivtsi, could she/he
please contact me to this e-mail.
