Just adding to Edgar's excellent suggestions:
1. Search the online Czernowitz vital records database and use all
variant spellings of Rueber (Rieber, Ruber, Riber, etc.). There are many
possible clues to your family in this database - and copies of the records
themselves can be ordered to find out more. You will find the database
here: <http://microtarget.com/czernowitz/CzernowitzBMDindex.htm>
2. In the Czernowitz Jewish Cemetery, you may find more clues regarding
your family. I will send you separately a listing of all burials for the
family surname Ruber (and variant spellings). You can also search the
online version of this database here:
<http://www.jewishgen.org/databases/cemetery/> (You will be asked to
"register" to use the database, but there is no cost to use.) Limit the
search location to Ukraine/Bucovina. You will find 25 matches for surname
"Ruber" using "sounds-like" for the name search and I believe all results
come from the cemetery in Chernivtsi/Czernowitz Ukraine. Perhaps you will
recognize a family given name among the results.
