Hesed Shushana is a welfare fund financed by the German Claim Conference.
It does not fit into that multi storied Kultusgemeinde.
They can of course allow Jewish community offices to be located in
  the Jewish House.
   Like the Jewish cemetery administration and maintenance office.
   Like the administration of of stranded Jewish properties.
    Preservation of Jewish symbolic sites .
    And many more.
