In H. Gold's History of the Jews in Bukowina ( pages 153-161) I have found
this information :
"In 1912, the married couple, Markus and Anna Kisslinger, founded Toynbee
Halle. Using their own means, they had an imposing building with a large
hall and many side rooms built on Tuerkengasse. The program of the Toynbee
Hall Association was to educate and enlighten the Jewish people. To this
end, “Toynbee Afternoons” were arranged, generally during the winter months,
at which scientific lectures, as well as theater presentations were given.
In 1913/1914, an Apprentice Home was opened in Toynbee Hall, in which 10
apprentices lived and were supported by the Association. After World War I,
in 1920 the home was closed.
In 1923, the Association used its funds to create a library that was open to
the public."

Sorry for the belated response and thank you so much for this very
interesting question. I'm very much looking forward to receiving more data
on the Toynbee Hall in Czernowitz as one particular result from the
International Conference Literature - Culture - Civil Society in Czernowitz:
As an "appetizer" let me state as follows:
Leon Kellner (1859-1928), a prominent Austrian anglicist, Zionist, literrary
historian AND professor at the Czernowitz University between 1904-1913 was
the founder of the Viennese Toynbee Hall and the initiator of the Czernowitz
Toynbee Hall as well. From David A. Brenner, the author of "Marketing
Identities: The Invention of Jewish Ethnicity in Ost Und West" we learn (p.
107):
"An example of this combined mission to educate and to uplift the Jewish
lower classes through liberal philantropy was the Toynbee Halls in London
and Vienna. Reported on in Ost und West (April 1901) by its founder Leon
Kellner, the Viennese Toynbee Hall fostered Jewish-only education in a
context hospitable to both wealthy and indigent Jews. This mission was
accomplished by sponsoring free courses, tea evenings, and especially
lectures and music. The hall, like similar institutions, was careful to
include working-class Jews in these activities. Kellner boasted that Western
Jews eventually stopped smirking when Eastern Jews spoke up in Yiddish or
Yiddish-accented German [...]".
In addiition it is very interesting to learn from an article in "Die Welt",
published as early as 14.02.1902 (!), p. 15

that the Zion Association, presided over by Dr. Menczel, had initiated the
erection of a Toynbee Hall in Czernowitz, following the Viennes example.
Attended by an audience of 300 persons, mainly craftsmen and business men,
following lectures took already place:

Perl: Ancient Jewish Penal Law Prof. Dr. Wender: Nutrition Dr. Diamant:

and Antidotes Dr. Frucht: Dental Care
