During my recent visit to Czernowitz I had occasion to go to the city
archives
in order to receive a copy of a birth certificate for one of our
members.
This is what I found out:

Anyone requesting a copy of a document has to write to the archives,
specify the document desired and explain his or her relation to the
person
to whom the document pertains. At the archives they will search for
the document
and if they find it, will then arrange for a specific date and time
at which
the applicant should come to the archives. The applicant has to come
to the archives,
receive a note with which he has to go to the nearby bank and pay a
small fee.
The bank will give him or her a receipt, which the applicant takes
back to the archives
and then receives a copy of the desired document.

If one would like to search one of the registers, they need to apply
to the archives,
specify the type of register (birth, marriage or burial) and the
approximate year.
The people at the archives will arrange for a date and time at which
the applicant
may come to the archives and will be allowed to search through the
appropriate register.
