[Cz-L] question about Czernowitz Birth-Marriage-Death Index

Hello list members:

Recently I obtained copies of a number of records I found through the Czernowitz BMD.  One particular typoe of  record, found only for one of the names I was researching, was index pages from what was entitled "Czernowitz Census" or "Czernowitz Census II."    Since these "Census" records (at least in the Index) do not exist for people who were otherwise definitely in Czernowitz at the time (1912 and 1914 in the case of the two pages I obtained), I am wondering if anyone knows what exactly this "Czernowitz Census" is and how to obtain access to the entire document (or an index thereof)?  In particular, I see that Daniel Horowitz is isted as being in charge of Czernowitz BMD Index?  How do I reach him?  Thanks, Carolyn Werley
