Mimi,
here are answers to your question, I think.
From:"Der Tag" -12.06.1932
( with aprox.Translation !)
Chernivtsi is celebrating today the 35th anniversary of the introduction
of the electric light and the Tramway in this city .
1. August 1897 aufgenommen. "
In an effort to go with the progress the construction of a power plant was
decided . The start operation for light and power purposes was in 1896, the
operation of the tram started on 1 August 1897
Through the creation of the power station and the tramway the city of
Chernivtsi did a major step forward. That has not only brought it closer to
the West, but it set an example, since in the mid-nineties [1890s], not
many cities of the West had power stations and only a few cities in Europe
had electric trams
We are proud! Aren't we?
Regards,
Irene

According to the clothes and hats worn by the people in the photograph, I
would estimate that the photograph was taken around 1900.
Czernowitz already had electric wires.
When did the use of electricity become widespread?
