Dear Shelley and Shula,

Thank you very much for your responses. I don't think that the problem lies
in the lack of funds but it would be useful to find out what's the budget
and where exactly it's coming from.
It would be good to engage a third party that can investigate how the funds
are distributed and if, indeed, the needy members of the Jewish community
in Chernivtsy are disadvantaged as welfare recipients comparing to people
in other Ukrainian cities.
I will speak to my friends in Israel hoping that someone will be able to
help.
