[Cz-L] pa-chernovitz

Hi all,
I am at a conference, and the conference speaker is originally from Russia.
(telecom conference, not related to genealogy)

We started speaking about things, and I told him that my grandparents were
from Eastern Europe. I told him that my grandmother would say she was from
pa-chernovitz, as did my aunt, the family historian. Although she sometimes
said just Chernovitz. I never knew what the pa=meant, and could never find
any town called pa-chernovitz. This guy at the conference told me that
"pa" meant literally "under" but was used to describe an area around a town.
So my grandmother would likely have been from near Chernivitz, probably not
in the city, but nearby. I also know that they were farmers of some sort,
had land and cows.

So I am asking this group if this makes sense to you all. If someone, like
my grandmother, would have said she was from Pa Chernovitz (pardon my
spelling) does this makes sense to you. Would there have been a particular
area that this might reference? Or would it be a generic reference, like
saying you are from suburban New York?
