There have been several postings recently on this subject. Here are some
personal recollections:
After Romanian rule was reestablished in Czernowitz in 1941, it appeared
that the Government of Chile had agreed to extend protection to Polish
citizens and passports (written in Spanish and French) with impressive seals
were issued to them. I recall seeing such a passport issued to a cousin when
I moved into his house in the Russische Gasse, when the Ghetto was
established. A Romanian military patrol showed great deference to my cousin
when we were stopped one evening, while I had some difficulties with my
Romanian identification bulletin. My cousin was exempt from deportation to
Transnistria, but I don't know whether this was due to the Chilean passport
or one of the Authorizations that were issued.
When Chile broke diplomatic relations with Romania, the protection of Polish
citizens was assumed by the Swiss Government who issued Swiss passports to
them. These passports were quite helpful in some cases, especially in
facilitating travel from Czernowitz to Bucharest. This was very important
for the Jewish refugees who succeeded crossing the Galician - Bukowina
border and needed more secure shelters than the Jewish Community in
Czernowitz could offer.
