A few words about "Privatbeamter". Amt is an Institution. Mainly a State
institution. At the Habsburger times a "Beamte" was what you would call
today a civil servant of the lower grade. In order to be qualified to this
job the least you needed was to finish what was known as a "Handelsschule" -
Commercial School or even a High Commercial School - "Hoehere
Handelsschule". "Private" and "Civil servant" may sound as an oxymoron, but
at those days the rate of illiteracy was high, and in eastern Europe people
weren't used to the western governing system, so a Mediator was needed to
fill out your forms, arrange and run your office, etc... That person was the
"Privatbeamter". This comes from personal knowledge.

To me a Beamter means an employee,-perhaps, even a middle class, respectable
employee of any kind.
