Hardy,
it is afternoon, approximately between 1 and 2 pm. The shadows fall
toward the east, which means that the Sun is already in the west, and
the length of shadows is about one third of the height of people,
which means that the Sun is still high. Whether it is Sunday or not I
don't know - this street was similarly busy on all days of the week.
