The Rathaus tower:
Like all medieval towns Czernowitz needed a
Fire watch lookout.
Also night watch and hour telling:
" Hoert ihr Leut and lasst euch sagen
Unsre Uhr hat elf geschlagen"
(Hear you folks an let me tell you
Our clock just stroke eleven)
This solemn declaration was made
by the helmet and helebard rearing watchman.
They also checked if house gates were
locked at night. Torzeit , gate time.
No honorable citizen would venture
out in the dark,

The tower on the City Hall is an Austrian design. I have seen the same
model - albeit bigger- of the City Hall in Lviv (Lemberg)
