There was another way becoming Rumanian - converting to Orthodoxy.
You became Rumanian citizen Honoris Causa.

Politics aside, you are where you were born. Who gives you your birth certificate. In early 1900's, primary occupants of Czernowitz were ethnically Ukrainian but the area might have been politically part of Austria. Later births were definitely in Romania. Still later births were from the Ukraine.
My grandmother's birth certificate says "Austro-Hungary." 28 years later, in the same house, her daughter's birth certificate says Poland. Today it is part of the Ukraine but who cares what happened before or after when it comes to where you were born..
Politics comes into play when you have a stupid government that won't give an American a birth certificate that says that person was born in Jerusalem, Israel.
