if somebody is declared stateless, he has no longer a state to protect his civil rights, because he is no longer part of the state community.
For the interwar period in Romania this means: that your were not allowed to vote (active and passive); that you were cut off the welfare and educational system; that you were not allowed to own, buy or sell land and property; that you were not allowed to inherit…
With end of World War I nearly 100.000 men in Bukovina got stateless - most of them Jews.
