I checked in Wikipidia;
According to the Romanian census of 1930 the population
of Cernăuți judicial district was 305,097.
The urban population according to the same census was 29.1% Jewish.
If we assume that by "urban population" is meant the population of
Cernauti city,
and that there were between 40 000 and 50 000 Jewish in habitants in
the city,
the total population of the city in 1930 was approximately 155 000.
Between 1930 and 1940 the total number of people in Cernauti
probably did not change much.
