Lloyd you enumerate the possible reasons, but the likeliest is in my guess that the Burjoise
Were a bad influence amid the proletariat and could undermine the State.
However, another aspect was the relocation of Russians from deep in the Soviet land to CZERNOWITZ and therefore some interchange of population to guaranty more loyalty at a borderline Province.
