[Cz-L] Interpreting Bucovina birth records

Hello -
I am researching the family of Nussen WEBER of Radauti. A phonetic search
of Nussen + Weber on the All Romania Database reveals 11 Bucovina Birth
Records. From these records, it is apparent that a Nussen WEBER and wife
Sure GELBER had several children born between 1863 and 1875. There is a
presumably different Nussen WEBER married to Ruchel STEIGER who had several
children born between 1863 and 1873. Because each mother bore children
within that same range of years, I can only presume that this is not a
"first-wife" and "second-wife" situation for Nussen WEBER. However, both of
these mothers apparently lived in "House #110" when their children were
born.

Does anyone have any suggestions on how I might best interpret this
information? Am I to believe that there were two men named Nussen WEBER
living in house #110 at the same time, each with their own wife and family -
- first cousins, perhaps? Or is there a better explanation that I'm not
seeing? It should be added that each mother bore a child within two months
of each other in 1863 - - which rules out that they are the same person.
