The name Josef is a little older than Franz Josef, traditionally he is
the legal, official father of Jesus for his contemporaries. Since then
millions of Christians were baptized with his name. Of course this
Josef was a Jew, and got his name in turn probably after Joseif, the
son of the patriarch Jacob.
Franz Josef is just another part of this chain of names.
