Well,remember that the Austrians took over in 1774...so some of the locals
must have communicated with the Garrison etc before German became the
compulsory language of government etc so some sort of development was
probably going on.An interesting fact is that in General von Splenyi's
report it says that (I am translating!) "Czernowitz is a fairly
well-populated place.The best houses belong to local Jews who are
well-established". A further report says that in 1775 there were (not
counting the suburbs of Rosch and Horecza) 290 families of whom 112 were
Jewish. Cornel.
