"The Russian-German Project to Digitize German Documents in the Archives of the Russian Federation" made this possible.
On page 22/89 we discover an interesting map from May 27, 1941 displaying the Eastern Romanian sector of the front. On page 76/89 et seq. we find the German/Romanian
"Agreement on the Securing, Administration and Commercial Exploitation of the Areas Between Dniester and Bug River (Transnistria) - Bug River and Dnieper (Bug Dnieper Area)",
dated August 30, 1941 (!). Finally on page 82/89 we read (par. 7: Deportation of Jews from Transnistria) as follows: "The deportation of Jews across the Bug River is temporarily not possible. They have to be rounded up in concentrartion camps and put to labor until, subsequently to the finalization of the operations, their deportation to the east will become possible"
